Democratic presidential nominee Gov. Clinton spoke to supporters in Louisville, the site of the second presidential debate scheduled by the bipartisan Commission on Presidential Debates. President George H. W. Bush had previously declined to participate in the debate, claiming the Clinton campaign had refused to negotiate the format of the debates. Governor Clinton spoke from a podium in the midst of a large crowd. He chided the president for not participating in the debate, and for vetoing the Family and Medical Leave Act the previous week. close
