Officials from health insurance groups and advocacy groups testified on proposed mergers within the industry, and the impact of those mergers on consumers. Aetna was attempting to acquire Humana, and Anthem had proposed a deal to buy Signa. The mergers would make Aetna and Anthem the second and third largest health insurance companies. The heads of Aetna and Anthem in their testimonies argued that industry consolidation would benefit consumers. close
