William Burr and Jeffrey P. Kimball talked about their book, Nixon’s Nuclear Specter: The Secret Alert of 1969, Madman Diplomacy, and the Vietnam War. In the book, they detail how the Nixon administration secretly contemplated “tactical” nuclear strikes against North Vietnam in October of 1969 in an effort known as “Duck Hook". The plan also included mining of North Vietnamese Harbors, extensive bombing around Hanoi, and invasions of the North by U.S. ground troops. The authors argue that in the "madman diplomacy” aspect of the plan, President Nixon and Henry Kissinger hoped to scare the Soviets and North Vietnamese with a global nuclear alert. close
