Republican Senators blocked a broad anti-crime bill sponsored by Democratic Senators. The bill was passed by the House of Representatives in November of 1991. The bill included language that would have required a five-day waiting period for the purchase of handguns, provisions for capital punishment, and provisions to overturn recent Supreme Court decisions that restrict the ability of death-row inmates to appeal their sentences. close
