Governor Clinton spoke in his first news conference since the 1992 election in the Old State House in Little Rock, Arkansas. Gov. Clinton discussed the progress toward assembling a presidential administration, and said he would institute strict ethical guidelines for the transition and his administration. He also said he would impose a tax package on the U.S. that is the same as what he spoke on during the 1992 presidential campaign. He also said he would repeal the abortion “gag rule” in publicly financed health clinics, and would change the nation’s foreign policy concerning Haitian refugees. close
