West Virginia Senator Jay Rockefeller (D), Florida Governor Lawton Chiles (D), and Linda Jenckes of the Health Insurance Association of America, discussed proposals for health care reform in a break during the 1993 meeting of the National Governors Association in the Marriott Hotel in Washington, DC.
