President Bill Clinton spoke at a photo opportunity during a Cabinet meeting to announce his signing of three executive orders reducing the size of the federal government. The president discussed his reasons for reducing the size of the federal government, which he said would occur through attrition rather than layoffs. Several Cabinet members spoke briefly on their plans for reducing the size of their agencies. Following the remarks the President answered questions from members of the press in the room. close
