President Bill Clinton spoke to White House employees about the national performance review, a proposal to reform the federal government to reinvigorate the national government. Under the leadership of Vice President Gore, the government would undergo a review of each element of the federal government to reduce costs and make the government more effective. The president spoke on the initiative while surrounded by members of Congress and administrators who helped create the initiative. Vice President Al Gore and State of Texas Comptroller John Sharp responded to questions from reporters following the president’s prepared remarks. close
