Secretary of State Warren Christopher addressed a luncheon audience at the Chicago Council on Foreign Relations. He spoke on the foreign policy priorities of the United States, including the U.S. position on the recent power conflicts in the Soviet Union. He discussed the Clinton administration’s foreign policy stance on security and preventive diplomacy, and warned that the failure of diplomacy in the former Soviet Union could result in disastrous consequences for the U.S. and the world.
