President Bill Clinton responded to questions from reporters on a number of issues in his first news conference as president. After brief statements supporting the move toward democracy in Russia and his economic program currently before Congress, the president took questions on various issues including candidates under consideration to replace the retiring Supreme Court Justice Byron White and the ban on gays in the military. He also said the administration’s health care plan would be announced on May 3, but did not state how the plan would be paid for. close
