The guests discussed the new challenges faces the international community following the many changes currently taking place in the Soviet Union. Andrei Kortunov of the Russian Academy of Sciences, spoke on Russian/ U.S. strategic interaction including the START II agreement, the change in strategic environment and a model for arms control. Former National Security Advisor Richard Cheney spoke of the relationship of Russia and the US as being in transition and that the model used in previous agreements were not as successful as hoped for and that it’s premature to make a lasting agreement with Russia and will other nations be gaining strategic weapons in the future. close
