These were ratified during the Reconstruction era and dealt with rights for freed slaves and African Americans in general. The panelists discussed whether these amendments were meant to protect civil rights, such as owning property and making contracts, or whether they also protected rights such as voting. The 15th Amendment would eventually solidify that the right to vote could not be denied by race. close
