House Speaker Paul Ryan (R-WI) warned members when he took office that long votes were holding up progress in the House. The House puts up a 15-minute clock, which is the minimum time for the vote, at the start of the vote. After the clock runs out, the majority leadership decides when to call the vote. Typically it lasts a half-hour or more as members make their way from meetings and their offices. This vote was 17 minutes.
