Federal Housing Finance Agency Director Mel Watt talked about FHFA’s work as regulator of the Federal Home Loan Bank System and as regulator and conservator of Fannie Mae and Freddie Mac. He talked about the challenges and risks posed by ongoing government-sponsored enterprises (GSE) conservatorship, saying that one of the most serious was the ability to build capital.
