The investigative panel was created by Republicans in 2015 in response to released videos of Planned Parenthood practices. At the start of the hearing, Ranking Member Jan Schakowsky (D-IL) and Representative Jerrold Nadler (D-NY) ordered to retract subpenoas issued by Chair Marsha Blackburn (R-TN), but members voted against the motion.
