The House Appropriations Subcommittee on Labor, Health and Human Services, Education and Related Agencies held a hearing on the National Institute on Health (NIH) fiscal year 2017 budget request. Witnesses included the directors of the NIH, the National Cancer Institute, the National Institute of Allergy and Infectious Diseases, and the National Institutes on Aging and Drug Abuse. The budget proposes $33.1 billion for NIH including new funds for the “moonshot” initiative to cure cancer. The proposal also directs $1 billion in new mandatory funding to combat prescription drug and heroin abuse. Subcommittee Chair Tom Cole (R-OK) and other members expressed disappointment in the $1 billion cut in discretionary funding from the previous year. NIH Director Dr. Francis Collins said the reduced funding would have a severe impact on research, and would prevent new initiatives from getting started. close
