Acting Administrator Andy Slavitt testified at a hearing on $3.5 billion in payments made by the Centers for Medicare and Medicaid Services to insurance companies. The reinsurance program was created as part of the Affordable Care Act to help stabilize premiums and the insurance market during the first years of the federal health care reforms. Republican members of the subcommittee expressed opposition to such payments, which they said were banned under the health care law and should have been going to the Federal Treasury instead. close
