Representative Dymally opened the gathering with a short discussion on the development of rights for the black community under the Constitution.
Representative Hawkins then delivered the keynote address at the annual Congressional Black Caucus gathering. Hawkins focused on the role of education in society and more specifically ways of improving the availability of quality education to African Americans.
