President Clinton spoke in a news conference to announce the president’s decision to pass the Defense Base Closure and Realignment Commission’s recommendations on U.S. military bases to close on to Congress. The commission submitted its recommendations to the president two days earlier, after months of hearings on the subject. President Clinton left the news conference while other Cabinet members rose to speak on how their departments were affected by the base closings. close
