Representative Frank McCloskey (D-IN) and Marshall Harris spoke in a news conference outside the U.S. Capitol to announce the resignation of Mr. Harris from the State Department and his subsequent acceptance of a position on Rep. McCloskey’s staff. Mr. Harris resigned in protest over the Clinton administration’s policy in Bosnia, which he said amounted to applying pressure on Bosnia to accept a divided peace settlement in the peace negotiations continuing in Geneva. Rep. McCloskey has been an outspoken opponent of the Clinton administration’s foreign policy in the region. Mr. Harris believed the Clinton policy would lead to the deaths of many more Muslim Bosnians under a policy of genocide carried out by the Serbian military. close
