Representatives of American electronics and computers firms spoke in a news conference at the National Press Club on U.S. export regulations that help foreign firms by denying American firms access to markets open to other countries. Mr. Garcia called government regulations on computers above a certain computing speed “out of date” and said foreign firms put American computer chips into computers for foreign sale without similar regulatory oversight. close
