Representative Inhofe testified concerning his efforts to change the House rules mandating that discharge petitions be confidential and nonbinding. Rep. Inhofe obtained the necessary 218 names on a discharge petition on his bill to change the procedure on discharge petitions. He obtained the required signatures after the names of those not signing were published in the \f2Wall Street Journal\fR. Other witnesses testified on the merits of the discharge petition rule change. close
