President Clinton, joined by administration and congressional leaders, spoke to young people on the occasion of the signing ceremony for the National Service Act. The plan will allow college students to work during the summer to partially pay off their student loans. Following introductory remarks by the participants, President Clinton signed the legislation with President Franklin D. Roosevelt’s pen set, with which he signed New Deal legislation, and with President John Kennedy’s pen set, with which he signed Peace Corps legislation. close
