Following introductory remarks by Vice President Al Gore, President Bill Clinton signed a presidential memorandum on electric commerce. The memorandum comes as a direct result of the vice president’s effort to reinvent the federal government through the National Performance Review. He also announced that he will send to Congress a series of executive branch cuts demonstrating his commitment to maintaining credibility in the effort to balance the federal budget. close
