Representative Timothy Penny (D-Minnesota) and Representative Barney Frank (D-Massachusetts) discussed their plans for cutting the Fiscal Year 1994 Federal Budget and reducing the deficit. Rep. Penny, who worked with Rep. John Kasich (R-Ohio), had proposed a bipartisan plan which called for $90 billion in budget cuts. Rep. Frank, who worked with Representative Christopher Shays, developed a plan which he believed would cut the budget by $20 billion by eliminating proposals, such as the manned space station, which were passed earlier by the House or been reinstated by the Senate. close
