House Republican leaders briefed reporters on their successes and failures in the first year of the 103rd Congress. Representative Gingrich suggested that work by Representative Kasich showed that a deficit reduction budget could be formulated and introduced without tax increases. They also discussed the Penny-Kasich deficit reduction package which fell in the House by eight votes on Monday. Following opening statements, members took questions concerning the second year of the 103rd Congress. close
