This week Vice President Gore challenged the telecommunications industry to link all classrooms, libraries and health clinics to a network by the year 2000. In a luncheon address, Mr. Joseph responded to that challenge. He described interactive telecommunications and encouraged action to prevent the “information superhighway” from bypassing minority communities.
