President Clinton focused on crime legislation during remarks to the National Governors Association. The president indicated that he felt “very strongly” about the community policing provisions. "We have ample evidence that community policing actually works to reduce crime by having people on the block who are well-trained and know the people who live there." The president also expressed a “strong” belief in the “three strikes and you’re out” provision. "You actually will be keeping people in prison who will be overwhelmingly likely to commit a serious violent crime if they get out." The president discussed provisions for banning the possession of handguns by minors and assault weapons and provisions for alternative incarceration, such as boot camps and drug treatment. Following the president’s remarks and remarks by Governors Campbell and Dean, the lights were dimmed and C-SPAN cameras were turned off. close
