Witnesses testified on the downsizing of the federal workforce. Transportation Secretary Federico Pena emphasized his role as a “manager” in the administration of his department and addressed the manner in which cuts in personnel would be made. Agreeing with Secretary Pena on methods for downsizing, Agriculture Secretary Mike Espy talked about the massive changes his department was undergoing. Interior Secretary Bruce Babbitt cited rising visitation of national parks as an additional difficulty in downsizing. The second panel supported pending legislation for lowering the federal workforce in light of the National Performance Review. The third panel discussed programs already underway in their departments to decrease federal employment. close
