From the White House South Lawn, President Clinton informed a group

of mayors and law enforcement officials that, two American

helicopters, flying in Northern Iraq as part of Operation Provide

Comfort to bring humanitarian relief to the Kurdish population

there, were mistakenly identified as Iraqi helicopters and shot down

by two U.S. jet fighters. The President described the incident as "a

terrible tragedy."

The president also explained the main provisions of the Crime Bill

including the 5-year goal of putting 100,000 new police officers on

the streets; the policy of “three strikes and you’re out” for

individuals who commit violent crimes repeatedly; and the pledge to

provide funding for 30,000 more prison cells, boot camps for juvenile

offenders, and increases in drug treatment. The president spoke on

crime prevention strategies, as well.

The president began the ceremony with a moment of silence for those

victims of the friendly fire incident in northern Iraq. During the

ceremony, the president shook hands and spoke while surrounded by

police officers from all over the country. close
