Cases discussed: Traynor and McKelvey v. Turnage is a combined case contending that alcoholism, as a disabling disease, prevented the plaintiffs from taking advantage of Veterans Administration education benefits. Traynor and McKelvey argue that the VA violated the Federal Rehabilitation Act of 1973, which prohibits discrimination on the basis of handicaps. The government argues that their alcoholism is willful misconduct. close
