William Gray and Samuel Berger discussed preparations for President Aristide’s return to Haiti. Mr. Gray reported that President Aristide is looking forward to returning his country, but is well aware of the great challenges facing him. He also noted that Aristide is looking forward to working with the CARICOM community, the OAS, and the U.S. to ensure that there would be democracy, opportunity, and reconciliation. Ms. Berger said the mood in Port-au-Prince is a joyous one, and that citizens there are “very happy” about the imminent return of President Aristide and the formal restoration of democratic government.
