President Clinton announced a five-part initiative to ensure that U.S. armed forces receive the resources and the support they need to continue their standard of performance. Under the plan, the president would ask Congress to add $25 billion to the planned defense budgets over the upcoming six years, seek the full pay raise allowed by law for U.S. uniformed military throughout the turn of the century, and support other quality of life measures outlined by Defense Secretary William Perry the previous month. close
