The institution began in 1919 and started as the Hoover War Library, which collected information on social changes pertaining to wars and revolutions. The institution now consists of a group of individuals that are collectors and thinkers who assemble information and general ideas relating to public policy. They are also interested in promoting prosperity and peace for American and other individuals across the world.
