During morning business Majority Leader Robert Dole R-KS) expressed his excitement for and congratulated Representative Newt Gingrich R-G) for being elected speaker of the House of Representatives, the first Republican House in 40 years. The Senate moved on to regular business. Topics of the debate were the budget, a line item veto, and organized prayers in public schools. The Senate then considered cloture vote reform to change the required number of votes for cloture from 60 to 51. close
