The Senate convened and began with a reading by Senator Craig Thomas (R-WY) of President George Washington’s 1796 Farewell Address. The annual event began on the former president’s birthday in 1896, with the two political parties alternating the reading each year. Afterward, lawmakers continued consideration of the balanced budget constitutional amendment, which would require Congress to balance the budget by 2002 or two years after ratification of the amendment by 38 states. close
