The Senate continued debate on a defense spending bill that would provide $2 billion for unanticipated defense costs, including peacekeeping operations in Haiti and Kuwait. The money would come from other defense funds already allocated but not yet spent. The House-passed version of the bill approves more than $3 billion in defense spending. The previous day, Senator Nancy Kassebaum (R-KS) offered an unrelated amendment to the bill that would prevent the Department of Labor from using funds to enforce a strike or replacement executive ordered signed by President Clinton earlier in the month. The executive order would bar federal contractors from hiring permanent replacements for permanent employees. Senate Democrats filibustered the amendment. close
