Accompanied by Mr. Winter, President Clinton signed the Unfunded Mandates Reform Act of 1995 to limit the federal government’s ability to impose programs on state and local governments without providing funding for them. The president commended Congress for passing this legislation, saying that he hopes the Congress will move on from this to pass the Line-Item Veto and welfare reform. close
