The participants briefed reporters on the defeat of the term limit legislation. The legislation would have amended the constitution and therefore would have needed a two-thirds majority, or 290 votes, of the House to pass. The measure only received 227 votes and was defeated. It was the first item in the Republican “Contract With America” to fail passage. close
