Committee members heard testimony concerning C.I.A. involvement in Guatemala and the circumstances surrounding the death of a U.S. citizen. The testimony focused on three questions: did the CIA continue to make payments to the Guatemalan military after payments had been ordered to be stopped in December 1990; did the CIA pay Guatemalan Colonel Alpirez after substantial evidence incriminating him in the murder of a U.S. citizen, Michael DeVine; and why did the Department of Justice decline to pursue a criminal prosecution against Colonel Alpirez. close
