In his radio address from Chicago, the president focused on the welfare reform bills now before the Congress. The president acknowledged that the bills offer different approaches, but indicated that he and the Congress have agreed on much of what needs to be done. He said they agreed that there must be time limits on welfare, after which all who can must work, and that there must be tough laws on child support enforcement. Noting that some in Congress are trying to cut child care, the president asserted that child care must be the central element of the effort to put welfare mothers to work. close
