Participants spoke about the budget debate between Congress and President Clinton over the thirteen appropriations bills that must be passed for the federal government to continue normal operations after the fiscal year on 1 October. If the bills are not passed and signed by the president, the federal government could only continue to fund essential services such as law enforcement. Also, if the debt ceiling is not raised the federal government could be prohibited from borrowing more money after 15 November. The panelists also took questions from the audience. close
