Commission members heard testimony from former intelligence officials concerning the necessary role and capabilities of the U.S. intelligence community after the Cold War. Mr. Haass testified about continuing need for intelligence while reforming how to obtain it. Mr. Cohen testified on behalf of the U.S. Foreign Service. The commission was established by Congress in October 1994 to investigate the role of U.S. intelligence agencies in the post-Cold War world. close
