President Clinton entered the East Room and shook hands with all the governors standing around the large square of tables. The president was seated on one side of the square for his remarks and the discussion. The president talked about the budget which he submitted today, focusing on budget negotiations with congressional Republicans. He also mentioned Medicare and welfare reform. Vice President Gore described federal government reform. Following the opening remarks, the roundtable discussion was closed to cameras. close
