She emphasized that the federal government is now more efficient, not just smaller than it was under previous administrations. Mr. Klein spoke about an agenda he believed most citizens could agree upon, including campaign finance reform, a balanced budget, the distastefulness of political discourse, and the need for a new way to govern.
