Participants talked about various proposed new F.D.A. regulations on the tobacco industry, especially on how they market to young people. They examined whether the advantages of further regulating tobacco outweighs the further curtailments of individual freedoms concerning tobacco. The focused on whether the F.D.A. has the right to regulate the industry in this manner and whether this initiative will yield a reduction in tobacco usage.
