Republican congressional leaders released the Republican 1997 budget proposal, which is designed to balance the budget by 2002, and reduce spending and taxes. This budget proposal contains less Medicare and Medicaid spending reductions and less tax reductions than the 1996 budget passed in November 1995. They emphasized that while they hope the president will accept this budget, they expect that many differences remain between the two sides. close
