The Senate Whitewater Investigation Committee decided whether to grant immunity to Arkansas banker David Hale in exchange for his testimony before the committee. Mr. Hale testified that then Governor Bill Clinton (D-AR) pressured him to make an illegal loan to Susan McDougal, which President Clinton denied in his own videotaped testimony. The resolution to grant immunity to Mr. Hale failed to achieve the necessary two thirds majority by a 10 to 8 vote. close
