Mr. Perot spoke about a variety of foreign policy issues and principles, including the recent attack on Iraq and the importance of committing the nation to any conflict in which U.S. troops are engaged. He proposed to do this by levying a war tax to make all people sacrifice in some way for the war effort. He also promised to consider whether he wanted to enter a conflict before sending any troops there. He also related the U.S. ability to defend itself to making the U.S. economy more self-contained. close
