In the annual State of the Union Address, President Clinton outlined in greater detail many of the proposals upon which he campaigned. He called for action on a variety of fronts by Congress, the states and the American people to prepare for the challenges of the 21st century against the “enemy of our time...inaction.” He outlined a ten point plan to improve the U.S. education system, highlighted by national standards, college tax credits and deductions and job training grants. In his conclusion, he reinforced this call to action with the observation, we have “one thousand days to build a bridge to a land of new promise.” During his speech he received several standing ovations, but several Republicans expressed their displeasure when the president criticized their proposed Balanced Budget Amendment. close
